Considered Hoplitis but leaned more to Osmia. Bee was fast and would flick wings once it landed on flower.
This tiny bee was foraging on Deinandra fasciculata, only staying for a split second, occasionally landing on the ground. One time it pounced on a female, which immediately dropped to the ground from the flower it was on.

These very tiny bees were flying around the surface of a slope and landing on it now and then. Probably males patrolling for females.
